Please use the description field to summarize all details of the potential bug and attach any debug as separate files. 

Queue configuration can be confusing and there are many factors to consider. I'm not sure that what you want is possible. It may make more sense to only use auto-pause for a failure to answer, and to make sure ringinuse is set to "no". Assuming your device states reflect the endpoints state correctly, then you should have no reason to auto pause when busy. Agents should then only be paused when they are away from the desk and fail to answer a call - plus calls shouldn't be sent to an agent who is busy.

If the consensus is that your behavior is a bug then consider filing a new issue on here and following the guidelines.
