{{chan_gulp}} is getting to the point where it can take an inbound call and do something with it. That's nice.

Now it needs to be able to also place an outbound call. As a first step, this can use the constant endpoint identifier that is being used for testing (hi Bob from Biloxi!) but will eventually need to use the endpoint identification services to support any endpoint.
