Rusty, looks like it might have something to do with comfort noise (CNG) in res/res_rtp_asterisk.  The debug message is wrong to start.  In looking at the code, the debug message is displayed after it increases the sequence number by one.  The PCAP has the correct seq number.  So, this part of the code needs to be looked at in order to make sure it is behaving properly (using the right codec for the CNG) as well as we need to correct the debug message.
