Currently, {{res_sip}} (in {{res_sip/sip_options.c}}) has the ability to send an OPTIONS request to the specified endpoint. Initial work has been done to scheduled qualifies using OPTIONS requests in this same file, but the work has to be cleaned up and completed.

In particular, for each endpoint, this needs to:

* Send an OPTIONS request to an endpoint on a periodic basis.
* Send an OPTIONS request to an endpoint when it is first loaded/reloaded with some random delta applied to the period
* Store with the endpoint (or some other object) the RTT for the OPTIONS request/response
* Display the results in the appropriate CLI command ('sip show endpoint')
