This task is to refactor the AMI events in res_rtp_asterisk onto Stasis-Core.

In order to properly associate the RTP/RTCP updates with the channel they are associated with, ASTERISK-20754 should first be worked and merged to trunk.

RTCP events should contain a handle to the channel, as they do not change the channel's state. The remainder of their parameters can be conveyed via JSON.
