This task is to write a module that provides extension state information for the event/media type tuple  "dialog"/"application/dialog-info+xml"

This module should register a callback with the extension state module and provide appropriately formatted payloads for NOTIFY requests for SNOM phones.

Since this is a device specific module, the logic implemented in {{chan_sip}} will have to be refactored into this resource module.
