Some of the files that use OpenSSL ({{ssl.c}}/{{libasteriskssl.c}}, {{tcptls.c}}) don't properly set {{OPENSSL_INCLUDE}} in {{CFLAGS}}. This means that they pull in the local system headers for OpenSSL (if they exist) instead of the include subdirectory of the specified {{--with-ssl=}} configure flag.
