Looking for the coding guidelines.  I had to go to the wiki to find them.  Working on Doxygen there were references to a CODING-GUIDELINES file.  It was removed at one point.  Lets add it back with a link to the wiki page as SVN checkouts do not have the PDF that is included with packaged releases.
