Document usage of the PRESENCE_STATE function and its usage with a CustomPresence presence state provider:

 * Added the PRESENCE_STATE function.  This allows retrieving presence state
   information from any presence state provider.  It also allows setting
   presence state information from a CustomPresence presence state provider.
   See AMI/CLI changes for related commands.

Documentation should be targeted towards a system administrator who wishes to use that functionality, and should cover the use cases that the functionality provides.

Note that this probably means that CustomPresence state providers will first have to be documented fully.
