Description: 
Although this is under test conditions, this can go on for ever - seems
like 100's per second.

But the state of code at the moment, allows you to hangup, and it clears.

Chan_local locking cleanup.

This patch removes all of the unnecessary deadlock
avoidance loops that occur in chan_local.  It also
resolves an issue with a deadlock triggered by
local channel optimizations.
