Summary:                    [patch] T38 gateway
Description: 
Hi all,

I'm sending you patch containing new application app_faxgateway.c
("FaxGateway") which is able to mediate T30 to T38 and vice versa.
Feature is using spands library (I used spandsp-0.0.4pre18 and
spandsp-0.0.5pre4).

@sles this is odd the changes to chan_sip are to correctly report refused
status of T.38 and nothing more so cant think of any reason this will
affect it my branch is 1.8.5 not yet at RC1 so this could be related to
some other issue post 1.8.4
