Summary:                    [patch] Add sample offset parameter to CONTROL
STREAM FILE
Description: 
I found it useful to add a SAMPLE_OFFSET parameter to CONTROL STREAM FILE,
similar to the feature in STREAM FILE. Additionally, I enabled it to return
the offset where playback was stopped to the caller.

A patch against 1.6.2.18 will be submitted once my contributor agreement
has been approved.

Uploaded a patch against trunk r316293. What do I need to do to straighten
out the license issue? I've agreed to the contributor agreement. Is there
something else?
