Summary:                    After reload asterisk stop inserts data to CEL
table.
Description: 
Aster first startup there are inserting correct data in CEL table, but
after first reload it stops inserting that data, and after second reload it
crashes.
This is related to https://issues.asterisk.org/view.php?id=18974.
