Summary:                    E1 RESTART form interconnet partner on slot 1 does
not restart whole span
Description: 
We have strange problem with one of our IC-partners.

When their PBX detect L2 anomalies it sends RESTART message to first
timeslot of span. They expect to have all timeslots restarted but libpri
sends  RESTART ACKNOWLEDGE only for 1st timeslot and from their side
remainig 29 timeslots stay in blocked state (as not restart ack has been
send). 

To restore callprocessing we need to block E1 and wait for resetinterval
to reset all timeslots.

Implementation note on how this issue might be fixed in libpri:

1) Send a RESTART_ACKNOWLEDGE with the entire list to the peer.
2) Generate a PRI_EVENT_RESTART for each channel listed to the upper
layer.
