Summary:                    [patch] T.38 state should be unavailable when it is
rejected
Description: 
When a error in T.38 negotiation happens or its rejected on a channel the 
state of the channel reverts to unknown this should be unavailable.

this is important for negotiating T.38 gateway see

This patch adds a option T38_REJECTED that behaves as T38_DISABLED except
it reports state unavailable when asked.

date patch perhaps put the link into the RB link and delete the patch here
?? im slowly making progress with the T38 gateway merge into res_fax ...
will be getting a fax machine in a day or two for final testing so far
faking fax tones gets the T38 handshake completed and the spandsp fired up
... 

thx for looking at these supporting issues they important to allow it to
work in line with the API guidelines hoping to get this into 1.10 after it
missed 1.8
