Summary:                    when using chan_gtalk the tos bit set in either the
sip.conf and or the iax,conf is ignored
Description: 
When using chan_gtalk, the TOS bit's set in the sip.conf are ignored.
Packets are not tagged with a TOS=ef bit.

Yes, chan_gtalk does not read sip.conf or iax.conf, they are different
channels driver config files.  I don't believe chan_gtalk support QoS.
