Summary: [REGRESSION] Heavy locking unlocking on incoming PRI
channel
Description:
1.4 r305888
Dial plan is very simple.
Incoming PRI channel to SIP extension 6010.
During ringing to 6010 and after answer there is massive locking/unlocking
of local channel.

1.6.2 and up already had the same fix present. I'd really like to hear the
testing results on a clean copy now that the fix has been committed.
