Polarity is reversed on all FXS ports.

"options wctdm reversepolarity=1" in dahdi.conf fixes the issue.

IIRC when VMWI Line reversal and VMWI neon DC generation were implemented
the idle line condition became the same polarity to allow OnHookTransfer to
happen without requiring a line switch. Still requires a polarity switch as
ring starts.
