8bit characters in CALLERID(name) should not be escape encoded. (cf.
%38%EA)

This is closely tied with client hardware devices' capability. You cannot
just have it another way without any legacy support.

I am not even sure there is any client hardware that supports this kind of
encoding/decoding. (No, actually I am very sure that there is none in the
market can decodes escaped international characters in CallerID display)

Majority of devices support displaying non-encoded characters but can't
decode escaped characters, they are doomed as for now. Please put a legacy
support (CALLERID pre-1.8 behavior concerning charset encoding which is 'no
encoding')

I know there are some devices that do not ring if international characters
are present in CALLERID(name) Since they usually don't support UTF-8 or
escaped decoding either, new feature in CALLERID is still useless and there
are legacy ways to deal with such devices.
