Summary:                    [patch] queue does not handle longest waiting caller
first
Description: 
If you have two or more queues with shared agents (agents logged in to both
queues), both queues have the same chance of getting an agent. Suppose you
have a busy and a quiet queue it is not desirable to have the same chance,
the busy queue should get much more.

I'm confused when I read the description. I'm under the impression that it
gives priority to the queue with more people waiting on hold. Which means
that the queue with less people would have longer hold times. Is this
understanding correct?
