Summary:                    [patch] add extra IE  Q931_IE_TIME_DATE to CONNECT
message when in network mode
Description: 
i have patched libpri to add an extra IE Q931_IE_TIME_DATE with the current
date / time of the system to the q931 CONNECT message when in network mode.
So attached equipment can synchronize their clock with the signal from the
asterisk network side.

I don't see any need for an option to disable sending that IE.

Being able to configure TZ might be nice to have.
Even if you're unlikely to cross timezones with an ISDN cable, UTC could
be a desirable option over local time to someone.
If you're going to implement TZ, you could make the length an option,
perhaps?

Something like connectedtime=CET,noseconds?
