Summary:                    [patch] add extra IE  Q931_IE_TIME_DATE to CONNECT
message when in network mode
Description: 
i have patched libpri to add an extra IE Q931_IE_TIME_DATE with the current
date / time of the system to the q931 CONNECT message when in network mode.
So attached equipment can synchronize their clock with the signal from the
asterisk network side.

Please note that Q.931 defines the message including seconds.

However, Siemens Terminals ignore the message if it includes seconds as
Siemens switching equipment also sends the message without seconds.
So it might be a good idea to have that configurable.
