Summary:                    add extra IE  Q931_IE_TIME_DATE to CONNECT message
when in network mode
Description: 
i have patched libpri to add an extra IE Q931_IE_TIME_DATE with the current
date / time of the system to the q931 CONNECT message when in network mode.
So attached equipment can synchronize their clock with the signal from the
asterisk network side.
