Summary:                    [patch] BRI NT ptmp: Active channels not cleard when
i/f goes down
Description: 
If the connection to the terminal is lost, while there are open channels on
the interface, red alarm is reported, but the open channels are never
cleared.

Additionally, if you manually try to channel request hangup, Asterisk
crashes.

Version 1.4.11 of Libpri changed the T309 default from disabled (-1) to 6
sec as specified by Q.931.  Libpri does not allow setting timer values to
negative values.  Libpri starts T309 when Q.921 declares layer 2 down.

Libpri is not informed when the physical layer goes down.  It really
should be, but that would involve an API change.  I will change the
chan_dahdi.conf.sample file in Asterisk 1.8 and trunk branches.
