malformed
Description: 
Using the patch reported in the issue
https://issues.asterisk.org/view.php?id=12950
(https://issues.asterisk.org/view.php?id=12950) some models from Arris get
dial tone but are not able to make calls.

This only happens when pktc-allocgate option in the config file is set to
yes beacuse the issue is related to DQOS.

We found that the problem is format of the DQOS Gate ID option that has an
invalid comma "," in the string.

Attached a fixed mgcp.c that works fine.

A developer asked this question which I'm relaying:

"Ask him to check if this is a problem with chan_mgcp in trunk (where we
committed the packetcable support)"
