Summary:                    Bulk Add - Create Range does not respect limit of
"User Extensions" in options
Description: 
Using the bulk add to add a range of users with the "Create a Range of new
users" option does not respect the limit imposed by the "User Extensions"
under options.  This is a situation where a user will expect the
restriction to work the same as the Users form.
