Summary:                    rtautoclear = no or rtautoclear = 0 not respected in
sip.conf
Description: 
In asterisk 1.4.35, .36, and .37rc1, rtautoclear=0 or rtautoclear=no
reverts to default setting of rtautoclear=120 as reflected in 'sip show
settings'

found while debugging issue https://issues.asterisk.org/view.php?id=16382 -
setting global variable in source
seems to be the only way to set it to 0/no.
