Summary: PATCH: allow emailsubject and emailbody to be
specified in voicemail.conf
Description:
In Asterisk 1.6.x, apply_options_full is only called if users.conf exists.
That is, a mailbox defined in voicemail.conf can not set emailsubject or
emailbody.
