Summary:                    [patch] False protocol error on waiting call
Description: 
When libpri receives a setup without channel identification, it throws an
error about missing mandatory IE.
According to Table 3-15/Q.931 the channel selection IE is optional in a
setup message.

With that little patch it sends cause 0x22 (no circuit or channel
available) which is the appropriate one.
