Summary:                    [patch] chan_sip send MWI Notify, even if there is
no app_voicemail loaded
Description: 
Hello, if found this issue, after we outsourced the VM to a separate
Asterisk box. And then i noticed, that the asterisk maschines that only
should to call handling (noload => app_voicemail.so) still send MWI
Notify's when a SIP client register.

The patch fix this issue. Also i must be sure, that chan_sip.so is not
preloaded in modules.conf
