Summary:                    Changes made in File Editor often duplicate some or
all of context
Description: 
When making changes in the File Editor using Asterisk 1.6.2.x, saving the
changes often causes context entries to become duplicated, or even the
whole context to be duplicated.

This is not just an issue of the file editor.  The saving code is overly
complex and writes back the lines with each line number, including blank
lines.
