Summary: Dahdi restart boot one port in TE or NT mode

Description:
With a 8 Port Beronet BRI Card, Asterisk 1.6.0 and dahdi 2.3.0, when you do
/etc/init.d/dahdi restart you obtain one port in NT or TE ramdonly.

I can also reproduce this error with my BN8S0. I fixed it by setting port
mode on module insert (patched source).
