Summary:                    libss7 ignores messages with irrelevant SLS
Description: 
Q.704 2.3.4.1 says:

Messages not related to a signalling link may be assigned any Signalling
Link Code (SLC) to allow load sharing of the messages, or may be assigned
a default SLC such as 0000. They are routed in accordance with the normal
routing function, where the (SLC) is used as SLS for load sharing.

but libss7 discards NET_MSG messages where SLC doesn't correspond to a
specific link. Attached (incomplete) patch solves this (incomplete because
it only considers TRA and TFP as messages not related to a sig link, don't
know what other messages should be added)
