Summary: [patch] When ast_pbx_start failed, both an error
response and BYE are sent to the caller
Description:
Steps:
1. Add maxcalls=1 to [options] section in asterisk.conf
2. Restart Asterisk
3. Call from phone A to phone B
4. Call from phone C to phone D
Asterisk sends 480 response and BYE to phone C.
BYE should not be sent to phone C.
Attached patch will fix the problem.
