Description: 
In voicemail.conf, user configuration is as follows:

903 =>
1234,User1,user at test.net,,attach=no|saycid=no|envelope=no|delete=no

voicemail notification email with an attachment is still sent.

Confirming that the patch, applied to 1.6.2.4, fixes the issue.  Voicemail
attachment is not included when option says no, and does send attachment
when voicemail.conf says attach=yes.
