Summary:                    When attempting to dial specific number pattersn a
CHANUNAVAIL message is received
Description: 
In an installation in Skopje Macedonia we are constantly receiving a
CHANUNAVAIL message whenever we try to dial short (5digit,3digit) numbers

All other numbers are dialed correctly
