Summary:                    [patch] keepstats option removed when it shouldn't
Description: 
In 1.6.2.x the keepstats option in queues.conf was removed, because a queue
reset CLI command was introduced. But this option is still useful, because
you should be able to set a default for normal CLI reload behaviour.
