Summary:                    [patch] add basic slotmap support to RESTART
messages
Description: 
This is a patch to add very basic understanding of slotmap to the RESTART
message.  This allows that only the channel specified in the slotmap gets
restarted instead of the entire span in the case that a slotmap instead of
a channel number is specified.
