Summary:                    [patch] new feature T.38 switch on/off from dialplan
Description: 
i made a small feature to switch T.38 on/off from dialplan. because in
certain circumstances, i need to suppress T.38 re-INVITE's because some of
my carrier cant handle a fallback to audio fax, after asterisk offered a
T.38 re-INVITE.
