Summary:                    Turn on ALWAYSAUTHREJECT by default
Description: 
With all the scanners around, I would suggest that we change the
ALWAYSAUTHREJECT to be true by default in the SIP channel.

I think this is a valid suggest, and I agree with it, but this is a policy
decision, and should be brought up on the asterisk-dev mailing list if not
already done.

Are there any repercussions or issues with this? Likely that's not as big
of a problem with a major upgrade like this as we can modify UPGRADE.txt
and CHANGES. I'd just like to know if there is any reason we wouldn't
enable this?
