Summary:                    T.38 using linksys ATA no longer works
Description: 
Linksys => Asterisk => Fax server

This runs with 1.6.2.10 and SVN-branch-1.6.2-r279112.  Fails negotiation
with 1.8

If this is a regression, please capture a working (1.6.2) and not working
(1.8) debug log (see below) so we can compare the difference.
