Using asterisk 1.6.1.20, DAHDI Version: 2.3.0.1 and Cent OS 5. Outbound
call hitting a dialplan before called party answers.

Can you please provide information about this issue.

There doesn't seem to be evidence of a bug here.  It looks much more likely
that answer supervision is misconfigured and/or unavailable.  You probaby
need to follow this up on a support channel, at least until you have
evidence of a bug.
