Summary: configure --with-netsnmp fails if no openssl-devel
Description:
Hello!

On Centos 5.4 I get configure error with 1.6.1.13:

checking for mandatory modules: NETSNMP... fail

configure: ***
configure: *** The NETSNMP installation appears to be missing or broken.
configure: *** Either correct the installation, or run configure
configure: *** including --without-netsnmp.

If there is no openssl-devel package istalled, this is, imho, not good
diagnostics.

Please report this issue to CentOS, as this is a dependency issue that they
will need to fix.

If you can provide a config.log that shows that Asterisk is actually doing
something wrong, I would be more than happy to look at this further.
