Summary:                    [patch] Limit octets received on Called Party Number
and Calling Party Number
Description: 
Currently we can change the CallerID(num) from the dialplan to be longer
than the limit.

The senario we have come across, incorrectly resubmitted the call back to
the trunk, after adding digits to the caller id. Finish up at 27 digits
long!

The call then came back to us, with a new callerid number.

When the callerid gets to more than 20, the data starts becomming corrupt,
telltale '©' character starts to appear.

I forgot to note in the description, randomly we are finding that we cannot
take any calls from the PRI, and have to do a 'dahdi restart' from the
asterisk console.

We are however able to make calls out of the PRI, while this symptom is
happening, so are not aware of the problem.

Unable to accept calls, happens randomly, twice in one week while I was on
Xams leave, but not since??

Previous to Xmas break, on various occassions when I'd messed up the
dialplan, which allowed for looping calls, we had the same symptom, 'dahdi
restart' fixed them too.
