Description: 
In voicemail.conf, user configuration is as follows:

903 =>
1234,User1,user at test.net,,attach=no|saycid=no|envelope=no|delete=no

voicemail notification email with an attachment is still sent.

What happens if you change the pipes (|) to commas (,)?
