app_sms has reverted to the same issue as in entry 12779:-

The messages never get sent (this is an upgrade from a 1.4 version of
asterisk which had no issues with the sms application).

I would additionally advise you to try varying that initial pause.  It may
be that 300ms was on the outside of what was previously tolerated by your
telco and a slight timing change has caused this to fail.  So try 150 or
100ms and see if you get better results by starting to communicate sooner.
