Summary:                    Convert wav16 file to sln16, bad quality
Description: 
1. Use the cli comand "file convert zip-code.sln16 test.wav16", the voice
quality in test.wav16 is good
2. Use the cli comand "file convert test.wav16 test1.sln16", the voice
quality in test1.sln16 is very very bad
