Summary:                    no VoicemailUserEntryComplete Event is sent when the
voicemailuser list is empty
Description: 
Most end-of-list manager events such as 'PeerlistComplete',
'ParkedCallsComplete', 'MeetmeListComplete', 'StatusComplete',
'AgentsComplete', 'QueueStatusComplete', 'QueueSummaryComplete',
'CoreShowChannelsComplete', 'RegistrationsComplete' ...
are sent even when the given list was empty,
VoicemailUserEntryComplete not.

Making it consistent would be a good thing.
