Summary:                    [patch] False protocol error on waiting call
Description: 
When libpri receives a setup without channel identification, it throws an
error about missing mandatory IE.
According to Table 3-15/Q.931 the channel selection IE is optional in a
setup message.

Clarification and additional information for the channel identification
ie:

Table 3-15/Q.931 NOTE 4 – Mandatory in the network-to-user direction.
Included in the user-to-network direction when a user wants to indicate a
channel. If not included, its absence is interpreted as "any channel
acceptable".
