Summary:                    SIP registration time always set to 120 seconds
Description: 
I set the defaultexpiry=3600 in my sip.conf file. After a restart of
Asterisk, if I do a sip show registry, I can see that the refresh time is
set to 105. If I do a sip reload without making any changes, the time
always changes to 3585 seconds. Am I missing a configuration option or is
this a bug? Should I have to do a reload to set the refresh time to 3600?
